* WHAT...Heavy blowing snow. Total snow accumulations between 3 and
  5 inches possible. Winds could gust as high as 35 mph.

* WHERE...Kiowa and Prowers counties.

* WHEN...From Tuesday afternoon through Wednesday afternoon.

* IMPACTS...Plan on slippery road conditions and low visibilities in
  blowing snow. The hazardous conditions could impact the Tuesday
  evening and Wednesday morning commutes.
